Every owner gets one. This isn't a money thing, this is an accounting thing, and the fact that if a power up kit gets sold to a U.S. Customer, it's going to be a big problem for Honda, because they're going to be violating emissions regs and that's going to lead to a huge fine or potentially lose them the ability to sell in the U.S. This happened to MV awhile back, multiple dealerships ate massive fines for circumventing CA emissions laws with Ducati a few years back, etc.
Each power up kit will be associated with a VIN. US vins don't get the kit. End of story. You don't fuck with government emissions regs unless you want bad things to happen, period. That's why they bothered with the 101hp map for the U.S. in the first place.
Sure, someone could buy one overseas and import it to the U.S. and ride it here but it's not going to be street legal and frankly the entire thing is dumb. This bike is a rolling, incomplete sculpture to Hondas tech wankery and it's not meant to be a real performance motorcycle. Which is exactly why it's a waste of a good concept.
Honda hasn't made a ground breaking motorcycle at least a decade. They've been on the back foot since before the S1000RR and they are just continuing to display why they're backsliding into ignomy. They've got nothing for the 1290, the new R1, the RSV4s, the Tuono, and on, and on, and on. The only Hondas worth owning anymore are CBXs because at least they've got something unique about them, besides that, any motorcycle you can buy from them is at the back of the pack. All their performance/sport bikes are just old. Hope you enjoy riding a bike that's got half of a Fit engine, because that's the modern Honda, ladies and gentlemen - recycled car tech. Eat up!
Edit: oh yeah, the CBX has been outplayed by the K1600. lol!
