Accident scene management Part 1 and 2 (long)

Serious bumpage again. With the summer rash of wrecks, this is information we all should be considering.
 
Just last week there was a very dramatic example of poor accident scene management. I read it on the CHP Traffic Incident Information Page as it was happening, then it (as they do) made it to BARF, though I can't find the thread. No moto's were involved, but a person who stopped to help when they witnessed an TC was run over by a vehicle that likely through target fixation caused a secondary TC and ran this person over, fatally.

First manage the scene, then render aid to individuals.
