Out of curiosity, what exactly does California require for pool pump compliance? That doesn't seem like something that needs regulating. Is it for energy consumption or something?

It has something to do with switching to a lower power setting after 24 hrs of run time.
 
you almost got it. The newer pumps are variable speed, high speed for water features/hot tub/sweep (although many sweeps are now electric robots), low speed for filtration. A normal pool owner might run it high speed for an hour or two, low speed for 10+ hours. It saves a lot of power.

I was close.:teeth When I was just starting out at the airlines I had to have a second job to pay the bills. I worked for a buddy who had a pool company, and vaguely remember him saying that something about high hp units had to have some kind of speed control to switch them to a slower speed automatically after a certain time elapsed.
