I've seen a FUV in San Jose let's see if I can find that picture. If they have a demo drive event would like to take one out for a spin. This would make a great delivery vehicle.
Mopeds don't need insurance (I still have it tho) and I don't thibk they need lighting either I've never seen anykind of specification for moped lighting. I would have at least head and tail light.
I just use handsignals. Moped you can ride up to 30mph.
According to DMV 15mph on bike lanes is as fast as motorized scooters can go. Usually roads that are posted over 25mph have a bike lane. I got pulled over for riding my Goped one time when there wasn't a bike lane a loong time ago.
The laws are kinda vague but a Light Bee probably has more power than 4hp as long as you don't go as fast as 30mph should be good enough =P I go faster if I need to make a left turn

Mopeds
Also known as a motorized bicycle, a moped has 2-3 wheels and an electric motor with an automatic transmission that produces less than 4 gross brake horsepower.

You must have a motorcycle license (M1 or M2) to drive a moped.
You must be at least 16 years old or older to drive a moped, and you must wear a helmet while you ride.
You do not need insurance to register a moped, but you do need special license plates and an identification card, along with a one-time $23 registration fee.
You do not have to renew your moped registration in the same way as you register other vehicles.
Scooters
A motorized scooter has 2 wheels, a motor, handlebars, and a floorboard that you can stand on while riding it.Show Citation 44
You can only drive motorized scooters on a bicycle path, trail, or bikeway, not on a sidewalk, and you cannot exceed a speed of 15 mph.
You do not need to register motorized scooters.
You can drive a motorized scooter with any class driver license.

A driver license with an M-1 or M-2 endorsement is required.
A DOT compliant helmet is required.
It is unlawful to operate a moped or motorized bicycle on a roadway while under the influence of alcohol and/or drugs.
Motorized scooter
A motorized scooter is any two-wheeled device that has handlebars and a floorboard that is designed to be stood upon when riding, may have a driver seat that does not interfere with the ability to stand and ride, and is powered by electricity or other power source but may also be designed to be powered by human propulsion. A motorized scooter shall at all times be equipped with a muffler, and the exhaust system shall not be modified to amplify or increase noise level. The maximum speed limit scooters may be driven is 15 mph, and scooters may be operated on a bicycle path, trail, or bikeway unless prohibited. If operated on a roadway with a posted speed limit greater than 25 mph, scooter must be operated in a Class II bicycle lane. If operated on a roadway with a posted speed limit less than 25 mph, riding in a bicycle lane is not required.
A Class C driver license or driver permit is required.
A properly fitted and fastened bicycle helmet is required.
