Fake news or not, giving up citizenship wouldn't help him avoid taxes. If you are in the US in any capacity (citizen, resident, or non-resident) for more than 180 days in a calendar year, you are required to file taxes.
If he moved out of the US, then relinquished citizenship, he could avoid paying, but he would run into problems if he tried to return here other than for a short vacation.

He however, built a wall around his property but hit a snag, he didn't own all 700 acres so he started suing his neighbors. But it gets better, his security forces have been threatening people on the public portion of the beach (similar to California's high water mark) and not allowing access to people that own property in his compound.
