Haha damn right it is... there are towns that aren't building BART stations for that reason alone. When I was working at Applebee's in Dublin we used to call BART the ghetto portal. And because the BART system hadn't been around in Dublin for very long, you could always tell when someone came into the restaurant that did not belong. Usually the self-entitled whiny trash someone else was talking about earlier in this thread. I used to deal with it maybe once or twice a night... not too bad for the most part but they could easily ruin a good night if you let them. I don't find many occasions to visit the Oakland/Hayward area but one time I found myself having to visit East Bay Motorsports, and I decided to get a hot dog next door while I waited for something to finish there, and when I stepped in the door, EVERY SINGLE ONE of the customers was one of those types of motherfuckers. My civil disobedience continues - went thru the Oakland airport tonite. There's a sign, picture of Mayor Dellums. I did this..... crude, but effective!
I think I travel next week - I'll make a better sign. Trust me on that.
Richmond is a bigger reason. Close proximity to Richmond is why BART will never go to Marin and access the North Bay. Oakland at least has some beautiful old buildings and proud history prior to when it started to go down the toilet in the 50's. Richmond just sucks. It's like all the bad parts of Oakland without the decaying culture and history.
Dude- Richmond has some nice places... like the point and the heights.

I get the feeling you have never met any oaktown 12 year old thug wannabes from East Oakland. The West Oakland ones are pussies. The East Oakland kids can be totally vicious. And yes, given enough funding, time, education, care and compassion, I am sure you can turn that around. Let me know how that works out. I'll hold on to my nine.
