While I won't admit that every road in this state is as bad as you think they are (I've probably driven more of the majority of this entire state in the last five years than most people will in their entire life), I will stipulate that they're not perfect. Also, the taxes you pay for fuel in California do not go entirely to road improvements. Furthermore, while it is only one picture that you found on Google, the above photo very much appears to be from a roadway that's already a construction zone. Note the K-rails on both sides of the lane.
As for this photo, I just don't get it. I know there's some people that think living in isolation is a great thing but I just can't understand it. Humans are fundamentally social creatures. The whole living in the middle of nowhere to stay away from people just doesn't make sense to me. But of course, YMMV.
That being said, that picture is most likely not from California and thus it's still an apples to oranges comparison. No other state has as many roadways to maintain as California, nor do any of the them have as many registered vehicles on the road.
