Yeah, I mean, some teams have a bad run and go 10 years in a slump. Poor decisions by ownership, a bad GM leading to bad coaching. The Raiders have spent most of their history losing, the Niners spent most of the '00 and the 70's with a losing record, the Giants won like 2 games in the 70's, LOL. Still most teams that have a bad run manage to string together a handful of wins over a course of years, they will get 4-6 in a season in there somewhere, just to remind people they aren't a push over.

The Browns inability to win is just statistically improbable to an extreme.

I have to agree with you. It's just not probable to suck that bad. They just can't seem to get the stink off and end up with two legs of the franchise always out of synch to such a degree that they've sucked ass for a very long time. Pretty much since they rejoined the league in 1999 they've been subpar in two of the categories that underpin a solid team: coaching, FO, or personnel. To me it says their FO and ownership are just ass-juice. It's pretty sad when you consider of all the founders Paul Brown was probably the most instrumental in pushing the league into viability throughout it's formative years. But the owners shit on him so he left and started the Bungholes. Then the franchise just up and left town in '95. Of all the teams the Browns have fuckered their fans the worst IMO.

25-28m per year, 5-6 years is a likely landing spot

Franchise tag is 22M or so next year.

They'll put something together that comes out to 23-25 per year for salary cap purposes, but the guaranteed money will be enough to make Jimmy G paid like a top 5 QB.
 
Which, to be honest, is a small price to pay for NEVER LOSING ANOTHER GAME.
